When you are getting good scores on your mock tests and feel that achieving your target band scores is in arms reach, then it might be time for you to take the IELTS exam. I had help with my review agency in the application process. They can help you with the details
of where you can take the exam and when. When you know the schedule of the exam, you need to formally apply for it. Print the IELTS application form, fill it out, and along with it submit the passport sized pictures, appropriate identification, and required documents through your review center or to your local IELTS office if you apply independently.
You also need to pay your examination fee (around an equivalent of 8000 to 9000 Php) and submit the payment along with your application fee. You can pay through cash or managers cheque payable to the main IELTS branch in your country (to be very sure, contact your review center or the local IELTS agency).
If you need to submit an original copy of your IELTS results for your skills assessment, the review center gave me a separate form to fill out where I wrote down the address to where I need to submit a copy of my IELTS results for a fee between 300 Php (regular mail) and 1000 Php (express delivery) to Barton Australia.
Official confirmation about your application will come in a form of your applicant's, venue for your exam (it was a hotel in my case), and the date. You will most likely have two schedules, first schedule is for the Reading, Writing, and Listening test all taken in one day and in the same venue, and the Speaking test is scheduled later in the day or on another day and venue. So take note of that, small details, but very important.

yes my dear, one will only be exempted from taking an IELTS or OET if you are from one of Australia's recognized countries. If you are a filipino, you should take and pass the test.
