If you barely reached 65 points and you only have 60 points, this sounds like heaven's answer to your prayers. A recent news from the DIAC has changed the passmark from 65 down to 60 in accordance with the new SkillSelect system.
"SkillSelect is a new electronic service for managing the skilled
migration program. Intending migrants without an employer sponsor
wanting to live and work in Australia will need to complete an online
EOI, then based on claims of their skills and attributes, will be
allocated a score against the points test. SkillSelect will rank
intending migrant’s scores against other EOIs." - DIAC
This new program can be both a benefit and a challenge. Expression of interests along with an applicant's points will be ranked in each occupation. Therefore, only applicants who belong to the top spot of the pool of applicants per occupation will be invited to apply for a skilled visa.
Unlike the present skilled migration program, regardless of occupation, applications are processed in the order they are received.
This will take effect immediately as soon as the SkillSelect website goes live. I am assuming July 1, 2012.

This is a good news for visa applicants. Lowering the passmark from 65 to 60 can provide more opportunity for people who wish to go to Australia and find a lucrative job.
